Currently, we can only deliver the supports we are contracted to provide in each region. If we are unable to deliver support within your region, we will try our best to provide you with the details for your local services.
Specialist tenancy management
Housing First for Young People Leaving Care (Housing First)
This program provides guaranteed housing, personalised case work and tenancy support for young people leaving residential care, other care types or custodial settings. Clients are 16 or 17 years of age. Referrals for this program come from the Department of Families, Fairness and Housing (DFFH).
Targeted Care Package (TCP)
Provides individualised and flexible support to young people, either to sustain their current placements or support them in establishing new ones (headlease). Clients are aged 16-18 years of age. Referrals for this program come from the Department of Families, Fairness and Housing (DFFH).
Pathways to Independence Program (PIP)
The program provides support and assistance to young people aged 17-21 who are exiting or recently exited statutory care placement in residential, foster, kinship or lead tenant. The role of the program is to assist young people to make the transition from statutory care to independent living. Referrals for this program come from Wombat.
The Keys to Independence Program (K2I)
Supports young people who are in out-of-home care or who have left care to increase their living skills and identify housing pathways as they prepare for independent living. Referrals for this program come from Berry Street Keys to Independence | Berry Street
Place for Change
Referrals for this program come from VASCAL
Support programs
Exit Pathways Program
This program supports victim survivors to exit Family Violence (FV) Refuge into Private Rental. The EPP is delivered in the Barwon and Metro North regions. This program is for women, children/families who are in FV refuge, have family violence supports/case managers and are not in immediate crisis. Referrals are via Family Violence Refuge and support services.
Tenancy
Tenancy and Property Management (social and affordable housing)
Haven Home Safe delivers tenancy and property management for clients already living in social and affordable housing. All housing allocations are made through the Victorian Housing Register (VHR).

Notice: As of October 1, 2025, Haven Home Safe is no longer funded to deliver the emergency relief program in the Geelong region.
