COVID-safe plan for SDA

In response to current directions from authorities, the following changes to our SDA service levels will apply from midnight 17 June until further notice.

  • Visitor restrictions apply to SDA
  • Property maintenance and urgent repairs will be conducted with strict infection control measures in place
  • SIL Providers please note that maintenance contractors are under instruction to provide infection control measures, but we rely on you to ensure these are enforced at SDA properties
  • Meetings and tenancy management services will conducted remotely where possible
  • On-site meetings and services may take place with infection control measures in place
  • Prospective SDA residents can inspect a vacancy and be accompanied by one person
  • Moves to SDA can take place with infection control measures in place
  • We require the SIL Provider to notify ActiveSDA management team immediately of suspected or confirmed cases of worker or tenant infection or contact with COVID-19
  • We continue to implement the Covid-Safe Plan in place for each SDA in consultation with the SIL Provider, including the placement of signage and hand sanitiser dispensers at main entry points
  • SIL Providers must ensure signage and hand sanitiser dispensers are maintained at the entry points and throughout the property as required
  • SIL staff must continue to request the completion of a declaration from workers, contractors and visitors and retain the information for a period of 28 days.


 

Wearing PPE for disability workers

A surgical mask that covers the nose and mouth must be worn at all times while indoors by staff, contractors, volunteers and visitors.

Masks are strongly recommended for outdoors where social distancing cannot be achieved.

SDA, staff, contractors and volunteers must also wear:

  • eye protection (face shields are preferred) when supporting COVID-19 negative residents.
  • P2/N95 respirator, eye protection (face shields are preferred), disposable gloves, disposable fluid-repellent gowns and exercise hand hygiene when supporting residents confirmed with COVID-19 and when supporting residents with low-risk suspected COVID-19.

Signage

ActiveSDA has produced signage which is required to be placed on the external wall or door to the front entry of each SDA dwellings in clear view of anyone approaching the entrance.

 

Directions from authorities

Care Facilities Directions

ActiveSDA has obligations as the SDA operator to ensure that current Care Facilities Directions are implemented within each SDA.

ActiveSDA will operationalise the Care Facilities Directions in consultation with our SIL partners.

Current Care Facilities Directions are in force for restricted access to SDA in order to limit the spread of Covid-19, balancing the need to limit the spread of the virus against the wellbeing of residents. A person must not enter, or remain on, the premises of an SDA dwelling (a) the person is a resident of the facility; or (b) the person is a worker in relation to the facility, or (c) the person is a visitor in relation to the facility. 

A person who is a worker or a visitor in relation to a care facility must not enter, or remain on, the premises of the SDA dwelling if:

  • the person has any symptoms of Covid-19, or
  • the person is required to self-isolate or self-quarantine, or
  • during the 14 days immediately preceding the entry, the person arrived in Australia from a place outside Australia (with some exceptions) ; or
  • during the 14 days immediately preceding the entry, the person had known contact with a confirmed case (with some exceptions), or
  • In the case of a visitor, the person has been tested for COVID-19 and has not received the results of that test, or is under 16byears (with some exceptions including end of life care).

More information about visiting care facilities

Declarations

  1. Workers and visitors need to declare in writing at the start of a shift or the visit that they:
    1. do not have coronavirus (COVID-19) symptoms; and
    2. have not been in contact with a confirmed case (except with appropriate personal protective equipment (PPE) at work); and
    3. have not been required to isolate or quarantine in accordance with the Diagnosed Persons and Close Contacts Directions.

  1. Care facilities need to keep a record of people who work at or who visit each care facility and when.
  2. These records need to be kept for 28 days from the day of entry. Record the following details:
    1. the contact details of the person; and
    2. the date and time at which the person entered the care facility
    3. the date and time at which the person left the care facility
    4. responses to the declarations (above)
    5. screening information (for example, temperature check).

  1. If the care facility has an active coronavirus (COVID-19) outbreak then the operator must limit employees or contractors to one site.
  2. The Chief Health Officer or delegate can instruct a care facility to undertake surveillance.

COVID-19 outbreak preparedness and management plans

ActiveSDA is working with each SIL Provider to implement and site-specific Covid-19 Outbreak Preparedness and Management Plan.

Please contact the ActiveSDA management team to discuss any aspect of outbreak preparedness and management at the property.

Assuring service continuity in SDA

Where a collaboration agreement has been finalised between Haven; Home, Safe and a SIL Provider, this agreement will continue to provide the framework for us to work together to meet our obligations for service quality, safety and continuity. Otherwise, transition arrangements and service level agreements apply.

We will work closely with each SIL provider to ensure the continuity of our essential supports and services to NDIS participants.

The NDIS Commission has advised Registered providers should use the Notification of event form – COVID-19 (Registered providers) to notify the NDIS Quality and Safeguards Commissioner of change or events resulting from the COVID-19 outbreak.

Infection control measures

Standard infection control procedures must be followed within SDA dwellings.

Face masks must be worn by visitors to SDA.

ActiveSDA expects strict infection control measures to be undertaken by SIL Providers to safeguard the health and safety of tenants, workers and visitors in SDA dwellings and workplaces.

These include:

  1. Hand washing protocols (wash hands and use hand sanitiser before, during and after attending sites)
  2. Care facilities must comply with the two square metre rule that limit the number of people that can be in a shared communal space at the same time
  3. Cleaning of the SDA premises with regimens developed in accordance with advice from health authorities
  4. Implementation of isolation and quarantine protocols in accordance with advice from authorities.

ActiveSDA is committed to working with SIL providers to provide appropriate accommodation for NDIS participants, including anyone suspected or confirmed infected with COVID-19.

Communication with NDIS participants

The SIL Provider will help Haven; Home Safe to engage with a Participant and their family to provide information about:

  1. The implementation of the COVID-19 Plan and directions from authorities
  2. The quality and safety of SDA supports
  3. Tenancy and property information other information
  4. Changes to service levels
  5. Infection control procedures.

We will work with each SIL Provider to communicate clearly with each resident, their family and guardians about the impact of our COVID-19 strategies, including Easy English and information in accessible formats.

Haven; Home, Safe have advised contractors of the following process:

  1. Contractors will contact the SIL Provider to arrange a suitable time to attend the SDA dwelling to undertake property maintenance, and call just prior to attending and ask about any suspected or confirmed exposure to COVID-19 at the site
  2. Contractors are advised to follow infection control measures, including completion of a written declaration, wearing of masks to all SDA properties, and site-specific instructions from on-site SIL workers. The SIL Provider is requested to ensure that infection control measures are in place and followed by the contractor.
  3. Contractors will not attend sites with confirmed exposure to COVID-19, and will advise Haven; Home, Safe if this occurs.

Tenancy Management

Haven; Home, Safe and Active staff will not attend SDA dwellings unless required.

When in attendance, infection control and physical distancing measures will be followed.

Our housing team is available via telephone and virtual communication (Zoom, Skype, Facetime etc) andic required, we may contact the on-site SIL Provider to arrange a ‘Virtual Meeting’ to progress a tenancy issue or property repair.

The administration of SDA Residency Agreements will utilise electronic document signing software where possible.

SDA vacancy and transition management

  1. Planned moves to SDA dwellings may take place under strict risk assessment and infection control procedures and subject to restrictions as they apply to local areas and directions from authorities.
  2. Prospective residents are permitted to view vacancy in accordance with infection control measures, and must complete a visitor declaration form.

Emergency management plan and evacuation procedure

Emergency Management Plans and arrangements for each dwelling with respect to COVID-19 are reviewed on a case by case basis.

SIL Providers must continue to implement the current emergency management plan in place for each dwelling, including;

  1. conducting emergency drills when notified by Haven; Home, Safe
  2. implementing emergency evacuation procedures
  3. developing and implementing a Personal Emergency Evacuation Procedure (PEEP) for those who need one
  4. transport arrangements in the event of an emergency
  5. arranging for continuity of SIL supports in the event of a need for relocation.

The SIL Provider is responsible for the provision of a PEEP for each Participant requiring one.

We may seek input from SIL Providers to review the emergency evacuation procedure for the SDA dwelling with consideration to COVID-19 impact which includes:

  1. appropriate evacuation procedures for vulnerable participants;
  2. suitable transport arrangements; and
  3. continuity of supports and appropriate accommodation for participants in the event of an emergency or natural disaster.

Notifications to the NDIS commission

SDA Providers and SIL Providers are required to notify the NDIS Commission in accordance with the law and as advised by the NDIS Commission at Notification of event form – COVID-19 (Registered providers).
